Property Tax Cap Fails to Advance

The Legislature devoted a full day of General File debate to LB408, which proposed to place a 3% lid on the annual increase in property tax requests from certain political subdivisions (schools, cities, counties, ESUs, NRDs, community colleges).  Supporters of LB408 argued that the limit was a necessary facet of providing property tax relief to Nebraskans, while opponents argued that the proposed limit ignored the numerous existing controls over local spending and invaded the rights of local governments to make their own spending determinations.  Debate stretched into the early evening before a motion to invoke cloture failed to gain the 33 votes required for LB408 to advance.  The bill is not expected to return to the debate agenda this session.
